When you start your computer tap delete and you will enter setup. In here you can go to the security menu and enable a password here so that when you start the computer it will ask for a password right away before it loads windows. You can't bypass it. Don't forget your password though or you will have to open up the tower and jumper the system into maintenance mode to clear all paswords. anyway thats how you do it.
How to get into the BIOS setup will depend on what computer you have. On some systems it is the delete key, as MSConfig has said. On other systems it may be the F2 key. There should be a line that tells you what key to press on the first screen that comes up.
If it's a dimension it is delete unless you own a 8100 then it is f2. if it's an optiplex it is also f2, but since your in the dimension forum I would assume that is what you own.
