Software Install Problem

I recently had to format the hard drive and reinstall XP. Afterwards I downloaded and installed all MS updates. Now, I am unable to install any other software. I receive a run time error and the message "MSCOMCTL.OCX or dependencies not registered: a file is missing or invalid". I've tried to repair the OS install, but I don't have the password for the "repair mode" of Windows XP. Do you have any advice? I am hoping to avoid having to format and reinstall again.
