solid amber on the I/O panel

i have a dell optiplex gx 280. When i power the computer on, the front i/o panel displays amber light. i've changed the supply but the problem still persist.   Please help.   Thank you   wuga

Possibly motherboard.  Do you have any pulged capacitors around the processor?
