If the problem occurs in a variety of situations, with different programs, then it is possible that Kernel32.DLL is corrupt. The solution (per Microsoft) is to rename Kernel32.DLL to something like Kernel32.OLD and then reboot. The OS will create a new Kernel32.DLL!
