Some applications reading wrong time after time change

I reset my computer clock for Daylight Savings Time but some applications, Gozilla & Getright, still read the time as an hour earlier. If I want to download something at 7PM then I have to set them to start at 6PM. Don't they get their time information from the computer clock? Other apps such as Leech FTP & Windows Task Scheduler are reading the correct time. I've had both these apps through several time changes and never had this problem before. I've uninstalled and reinstalled them, checked the time in BIOS, reset the pc to go through the time change again with no difference. Any ideas?
