Startup error - Previous fan failure

Recently (about a week) I've been getting this error everytime i start up. I feel and hear the fan working so I don't know why its coming up. The comptuer is also running slow at times and freezing when I shut down. I need some serious help, please.

edit: also CPU usage is either normal but slightly on the higher side or 100% and mostly being used by the 'System' Process

It means that the case/processer fan has failed or is failing and should be replaced ASAP.  If the system is under warranty, then contact Dell's Technical Support about a replacement unit.  If not you can buy the replacement by calling Dell Spare Parts, Phone 1-800-357-3355 x 7236248 M-F 7 to 7 CDT and have the system's "Service Tag" handy.
