I haven't seen the 'loop'.  I also haven't seen WXP 'repair' work (though some say it can), I quit even trying it.
 
Load Installation Disk, F12 at Dell splash and boot to CD, select full install.  That should bypass the loop the faulty image is causing.
 
In the lab, my preferred method was to co-install a working WXP image and repartition and reformat the native drive from that (thanks, Microsoft, for taking away the 'boot diskette' utilities like fdisk).  But few non-institutional endusers have that option.  (Show of hands--who thinks the 'diskpart' user interface is the most cantankerous piece of software currently on the market?)
 
No CTRL-F11 PC Restore option?

 You tried a PC restore ??? and dint work? then its supposed to be h/w causing this. If you have tried a pc restore then run tests on the h/w.

Sorry to blather, we didn't know what you've tried, in what order, or when the BSOD appears in the sequence.  Booting after repair?  During repair?  Beginning of cycle, or end? 
 
For that matter, we don't know what "didn't work"--PC Restore, F12 full install, both?  For example, if both produced the same result, you likely do have a hardware problem.  Or...
 
Reportedly, there are viruses that can inhabit a sub-boot sector of the drive that is not rewritten by Install.  There is a procedure for force-rewriting it in debug.  Sorry, I don't have the link.  Anyone?  Repost under HDD or OS?

You didn't say if you tried my response to one of your other 2 posts of this problem to boot in safe mode. This error can occur if you loaded a TV tuner driver for windows 2000 instead of the one for XP:

If you can boot in safe mode, uninstall the driver for the TV tuner, assuming you have one.

RoHe, sorry I didn't see your earlier post.
 

Sorry that I wasn’t clearer.  Let’s see if this helps.

 

1) I started a Repair "installation."  
 
2) When the repair installation reached the stage where it installs drivers, I saw a message that it would take about 39 minutes,  then a quick black screen, a message that it would take about 34 minutes, then a BSOD, then a spontaneous reboot back into the install driver screen, a message that it would take about 39 minutes, etc.  (Endless Loop)
 
3) My computer is presently STUCK in an ENDLESS loop of 
BSOD, spontaneous rebooting to the repair installation the "install drivers" 
screen and back to the BSOD.
 
4) When I take the XP CD out of the drive, set up requests that I insert the installation CD into the drive.  When I do, it immediately goes straight to the install drivers screen, and the endless loop begins again.
 
5) There are no options to go to Safe Mode, clean installation etc.   
I am really STUCK in an endless loop of BSOD, install driver screen of the XP repair, BSOD, etc.
 
In the beginning…
My computer started having BSOD after I incorrectly installed and uninstalled IE7 twice.  I had some of my spyware running and my firewall installed.  Didn’t realize that would be a problem.  I disabled my virus program!
 
The internet got really slow and worked sporadically.  My ISP assured me there was no problem there.  The BSOD became even more frequent after the second uninstallation.  
 
I purchased a flat panel monitor and upgraded my Nvidia, and Dell mouse.  Didn’t care for the flat panel, rolled back the drivers, uninstalled the flat panel drivers, and upgraded my old CRT driver.   
 

What can I say?  I didn’t know what I was doing and really thought that the problem was the IE7.  I had been following that idea.  I was not getting anywhere, the BSOD’s were becoming more frequent;  I became frustrated and decided to do a repair.  I didn’t get it that I have a driver problem.

 

I would like to get out of this endless BSOD to installing drivers screen and do a clean installation.  I am hoping that will either resolve the problem or give me a clean slate to start from.  I think I have made too many changes to sort it out.

 

I was not able to use PC restore.  My hard drive failed earlier and was replaced.  Bye, Bye PC restore. 

I do not have a TV tuner.

 

I hope this clarifies a few things.

I discovered I can get into Safe Mode.  (Sorry, it took a while for me to figure that out.)  Installation set up cannot run in Safe Mode.  Now what?
 
and into F2.  The utility partition is not available.  It will not boot to SATA hard drive.
 
F10 does not work.
 
Now what?

Whoa, the 30-point font tripled my screen width.  Anybody have the fix for that?
 
Meanwhile, I'll write in short one-sentence paragraphs.
 
Oh, the "34 minutes remaining" loop.  Dell replacement images for the 2400 had that bug, and wouldn't unpack themselves.
 
It was a corruption in the packing process, shouldn't apply to WXP install disks.  Back where we started.
 
Sorry to say, rather than 'fix' it, I did the lab trick of installing a working image to wipe the affected drive and start over.
 
To boot to an alternate image, it has to have been made on the same-generation chipset as the affected system.
 
I don't know if you have access to such a thing. 
 
Alternate lab method that doesn't require same-chipset--
 
Install the affected drive as a secondary on a working system and wipe it from within the native (C) drive using 'diskpart' (DOS command prompt).
 
As I intoned above, diskpart is ornery.  It's written in Elbonian.  And 'help' is minimal.
 
Google 'diskpart' ahead of time for some background.
 
During install, have NO USB devices connected other than keyboard and mouse.

No access to a working WXP system?  (W98 won't do it--W2K might.) 
 
No opportunity to force a reformat within Install, before it gets to the hangup point?
 
Then I'm fresh out of ideas, short of buying a new harddrive.

Sorry about the fonts.  I copied and pasted that from a document.  I did not do that on purpose.  No hidden messages in the large font.  Ha!  Ha!
 
I do not have the abilities to do as you suggested.
 
Any other ideas?

Hang on here. You said you can get into safe mode. Do you actually get to the desktop in Safe Mode? If that's correct, you're half way home. Open Device Manager in Safe Mode, and uninstall the drivers for video card, audio card, TV tuner, modem etc. Reboot in Safe Mode and install the chipset driver which should be available on Dell's Drivers and Download page for your model. Reboot normally. If that works, run windows system file check:
click start>run
type in: sfc /scannow
(space between sfc and /)
click ok
Insert XP CD if sfc requests it. Reboot when it's done. Now install video driver, reboot, install audio driver, reboot, etc.

I have great news!!!  :D  :D  :D
 
F2 took me to the set up screen.  Selecting the CD drive there did not work.
 
...but F12 took me to the boot screen.  Selecting the CD drive there did work!
 
I have now done a complete reinstall.
 
I will start reloading my virus, spy ware, and firewall, hook up the DSL and get my updates.
 
Then Office and the other programs.
 
I will not add IE7.
 
Thank all of you who took time to help me.
 
I do have one more question.  (You knew I would, didn't you!) ;)  I had been using Spy Sweeper, AVG, and Zone Alarm.  It seemed that Spy Sweeper and AVG were not playing well.  Do have any recommendations for replacing AVG Free or Zone Alarm Free?
 
I'm also in the market for a program to back up my system.  Not just documents, etc.

Ron,

I am glad I sent an update.  I thought when you reformated, everthing was erased and reinstalled all at once!  I thought I was home free.

So...  I'll get back to work!

Well...
 
I restarted, tapped F8, the black screen with white text scrolled down, then safe mode shows in all four corners... then the regular blue screen with log in names. 
 
That is not really safe mode, is it?
 
If it is not safe mode, do I follow your previous instructions?
 
I have downloaded the chipset.
 
I'll wait for further instructions.

When it says 'safe mode' on the screen, it's really safe mode.  The difference is, safe mode does not load drivers--basically, one can't be installed while another is running (for the same device).  If you have no drivers, you can install them in normal mode.
 
Reinstall does not install drivers.  Every peripheral device except drives has one--video, audio, modem, nic, tuner.  Chipset is first--install and restart.  Then you can install the others without restarting after each one (like it prompts you to do).
 
Ron is a senior contributor, and more adept with installs.  I'm more a raw-hardware guy.
