Stuck in Reboot Loop

Dimension 4300c
 
Power on, see the dell loading screen, progress bar moves to end,  goes to a black screen with a blue bar at the top and i see this message " Loading PBR for descriptor 2......done" .
The machine then reboots and does this all again over and over till I power off.
There are no other messages or errors shown.
 
First, I dont know what that message is referring to.
 
Any suggestions on what might be happening?

You can try starting the computer in the safe mode by tapping the F8 key until you get boot options and select safe mode. If it boots you can restore back to a date it did boot or remove some items from startup to see what it is. Or Tap the F12 key at boot up and run diagnostics.

Can't do that, it never makes it to where you can hit F8.
It gets to the screen where, on the models that have dellrestore, you would hit ctrl f11 to boot to that partion.  It doesnt recognize the f8 button to get you to windows boot option.
I guess I still wonder what exactly that message means..."Loading PBR for descriptor 2....done"  means.

Ok, well you have to start tapping the F8 key soon as you power up and keep tapping.

try putting your windows cd in rebooting.  should be able to get you to the recovery consol where you can get a better idea of whats going on
