System battery voltage low

I need some help with this. I have a dell optiplex 755. When I start my computer and it comes up with the following message. Alert! System battery voltage is low. Strike the F1 key to continue, F2 to run the setup utility Press F5 to run onboard diagnostics. When I press F1 it comes up with Windows Error Recovery Windows failed to start. A recent hardware or software change might be the cause. To fix the problem: 1. Insert your windows installation disk and restart your computer 2. Choose your language settings and then click "Next" 3. Click "repair your computer" Other options: If the power was interrupted during startup, choose start windows normally. (use the arrow keys to highlight your choice) safe mode Safe mode with networking Safe mode with command prompt Last known good configuration (advanced) Start windows normally I don't have the installation disk so I can't do that and when I choose any of the other options the pc just restarts. I tried changing the battery on the motherboard for another brand new one like it and it still does the same. What can I do to fix this? Does anyone know or can anyone help?
