Your question would probably be best answered in the Dimension - General Hardware forum since it is related to hardware. The BIOS forum has a rather limited number of viewers as compared to the hardware forum and your question may sit here a while before the right person comes along to answer it.
As for flashing the BIOS I would first get the machine running without any errors then worry about the BIOS upgrade. Since there is always a slight element of risk when doing a BIOS upgrade the last thing you need at this point is trying to flash the BIOS on a machine that isn't booting up correctly and run the risk of corrupting the installed BIOS. A bad BIOS flash will trash your motherboard.
