System Resources low?

I was looking at my system resources and without any programs open (except for a few running in the background, which was edited with Msconfig) and it is 74% free. I was wondering if this is low, since I was looking at another post and a person said that it should be around 85%-90%. Is there anything I can do to increase the percentage (I just recently ran ScanDisk and Disk Defragmenter)? Thanks.
