SYSTEM SETUP DOES NOT APPEAR ON SCREEN

I dont know why. Since having another problem with the CDROM, and trying to fix it by following one of the instructions which is to clear the NVRAM, although unsuccessful anyway. Now I have to do another set of solutions to try and fix my CDROM, which is to tinker with it again. After I have cleared the NVRAM, now the system setup doesnt appear whenever I start the system. Not that it really is important because the computer works fine anyway, except for the CDROM which is what I'm trying to fix by accessing the System Setup, which doesnt appear anymore.
 
How do I return the System Setup?
 
I have little knowledge of this, and any help would truly be appreciated. Thank you.

You may wish to try and run a System Restore point to a date when the computer was working properly.

I did already, a couple of times. First I restored it to the day before this happened. Then, after I found out my attempts were unsuccessful, I tried to restore it to an earlier point in time, a month ago. But then nothing is what shows up still. I am puzzled by this, for I thought system restore will definitely fix this problem. But it didnt.
This proves to me more of how ineffective Windows really is.

Absolution777, by the phrase "System Setup" are you referring to the BIOS Setup or the Windows Setup program?  If it's the BIOS Setup then posting your Dell model number would be helpful.  Some Dell models require the F2 key to be press in order to access the BIOS Setup while other models needed the DEL key pressed.  If it's the Windows Setup then consider posting in the appropriate Software - Windows forum.

I'm sorry, I mean the BIOS setup, and the model number I think is 76477-OEM-0011903-00102.

When I was referring the model number..... I meant for example......  Dimension 8400, XPS Gen 3, XPS T or something similar.
