Trouble with Dimension E521 desktop

I went to turn on our tower this morning and it would not come on. It shows the hard drive light and the numbers 3 4 and has stuck there. What could this be and what can I do?
I tried using the CD that came with the computer to reload everything as was when purchased---and nothing. It wouldn't pick up the CD drive. Is still is on 3 4. I've unplugged the power and tried to restart; the keyboard; mouse; monitor; and even the internet connection and nothing. Just 3 4.

The meaning of the lights is in your manual. 3 & 4 means you have a memory failure. If you are under warranty, contact Dell. It might mean one of the memory chips has failed or become loose. Sometimes just reseating the memory cures this. If you are not comfortable working inside the computer, get help. Follow the safety instructions in your manual, available at Dell Support here.

I inquired on Dell.com for technical help and it just told me to reset the Maintence mode jumper by switching it to maintence and clearing all passwords.  I have looked all over my manual and cannot find that jumper.  Can anyone help me with that?

you posted your question so long ago, but I've come upon it researching another problem.  did you ever find the jumper?  if so, it probably did not help you with the memory errors!  It is the password jumper you were told about and can be found in the manual under system board components (#12)  http://support.dell.com/support/edocs/systems/dime521/en/SM_EN/techov.htm#wp1053345
