Are you sure it says "unhandled exception" in the title bar of the window? Normally this is displayed as the error message inside the window and the title bar shows the name of the program that caused the error. That's why I asked because it would give a hint as to where to look for the cause.

PS.

Do you have Kazaa installed by any chance? If so, remove "DelFin Media Viewer". It is installed automatically with Kazaa. DelFin can cause this specific error.

Yes, it's a standard windows error box.  it gives me no other options but to click ok and it won't give me any details.  in the title all it says is 'unhandled exceptions'.   does this help?

You get this error message in a standard Windows dialog box with an OK button, correct? If so, what does it say in the title bar of the error message window?

I shut down my computer and when i got home i took another look at it.  in the title box it does say unhandled exception, then again in the error message.  after i click ok it gives me the option to send the error to microsoft and after sending it the first time, began to ignore it, but this time i read through the technical info. here goes...  promulgate universal has encountered a problem and needs to close.  please tell microsoft about the problem and that's when i have the choice to sent or not to.  under technical info it has --error signature--appname: pgmonitr.exe--appver:2.0.9.8--modname:pgsdk.dll--modver:3.1.0.8--offset:000016b8.  it then goes into lots and lots of numbers (computer talk).  thanks for your assistance, hope this info explains a little better.

Kazaa is a file sharing utility, similar to the now extinct Napster. But if you're not running Kazaa than that's not it.

The game Tribes 2 includes a driver that can cause this error. If you have this game I recommend uninstalling / reinstalling it.

Also the OpenGL drivers included with some nVidia graphics cards can cause this error. If you have a nVidia card with OpenGL enabled you could check the nVidia website to see if an update is available.

If non of the above solves your problem than your only option is to disable each program (that automatically starts when you start your PC) one by one until you find the one responsible for the UE error. To do this click "Start" on the Windows task bar and click "Run...". Enter MSCONFIG and click OK. Select the "Startup" tab. You'll probably see a list of programs that automatically start when you start Windows. Disable the first one and reboot. If that didn't solve the problem, go into msconfig again and disable the second one, etc. until you find the program causing the error. Don't forget to re-enable the ones that did not cause any problems after you're done!

If non of the programs in the "Startup" tab appear to be the cause than it gets more tricky. You could continue with the services listed in the "Services" tab, but disabling some of those could cause your system to stop working properly, so proceed with caution!

I would check Add/Remove programs and see if the Delfin Media Viewer is in there. The executables you mention relate to that program. Even if you didn't install them it doesn't mean someone else didn't. See the link below.

Yes, I already mentioned the Delfin Media Viewer a few posts up (the PS. post). Delfin is an nasty piece of software, it contains advertising software. I would also recommend to run AdAware to scan your system for this or other similar malware. You can get AdAware here (it's free): www.lavasoft.de

THANKS kamikaasje!  It worked!  No more error message.    Now hopefully more people will see this and quit asking the same question.  Thanks for the quick responses.  Sorry i've asked something that is such a common complaint, but when i read through, i didn't see any info on this problem.  Often the subject boxes do not reflect the problem.  i wonder if so many people are having this problem, if there's anything they can do to prevent it in the future.  i'm not even sure what the delfin media viewer does, never used it before.  Thanks again.
