Have you tried switching the port the device is plugged into?  Some Dell models have a USB port that is supported by BIOS and is active all the time.  If there is, it may work after Windows is loaded.  Otherwise I would suggest posting your problem in the Software - Windows XP forum as that would be a more appropriate venue in which to find an answer.  You can click here for a direct link to the XP forum.
