earf,

You will have a hard time finding a 400 mhz 423 pin 2.0 Ghz CPU.  You best option would be to go with the 423 to 478 pin adapter from Powerleap (http://www.powerleap.com ) and install a 2.4 or 2.6 Ghz 400 Mhz CPU.  You can read more about this upgrade at http://www.duhvoodooman.com

Look here for an excellent review of your best option. Any Dell recommendation will only be for an old Socket 423 P4.

There isn't any such thing as a 423 mhz CPU.  The 423 refers to the number of pins on the CPU where it plugs into the socket on the motherboard.  The maximum 423 pin CPU that Intel ever made was a 2Ghz CPU that runs at a fsb speed of 400 mhz.  But, these were discontinued shortly after they were first produced, and thus are very rare.  The Powerleap adapter allows you to use a CPU with 478 pins and you can go up to a maximum of 2.6 Ghz, 400 mzh fsb speed.  Otherwise the fastest 423 pin 400 mhz CPU you are likely to be able to find is 1.9 Ghz.
