URL program missing

Question

When I try to connect to dell support by using the icon on my desktop, I get the message - This program is needed for opening files of type 'URL:Hyper Text Transfer Protocol'. It has also come up when I try to access clipart on the web from Word and when I installed Callwave and then tried to use it, I got the same message. I searched my Windows 98 2nd edition cd and the file isn't there. When I looked on a friends computer it's in Windows, System. Any ideas??
