USB Device not being recognized correctly

Hi, i have an EMS USB-PS2 controller adaptor, and when i plug it into any of the USB ports on my Dimension 4600, it doesnt correctly recognize it and trys to install it as a USB Human Interface Device, but fails with the message "This device cannot start (Code 10)". I tried it on my other computers and it works on all of them except this one. All computers are running Windows XP Pro with SP1. I have downloaded the bios update for my computer available on this site and it still doesnt work. If anyone could help me that would be great, ive tried everything i could think of including (obviously) uninstalling and reinstalling the device, trying it on different ports, trying the drivers that came with it (Although it said for windows xp you just plug it in and it will work, which it does on both of my other computers), looking for drivers on the internet and other things. Im completely stumped.

Ok, i fixed it.

If anyone else is having a similiar problem to this with any other devices, ill post what i did.

Just out of curiosity, i thought maybe the device wasnt getting enough power, so i took my mouse off the USB port, and used an adaptor i had to turn it into a PS/2 mouse. Then i shut down the computer. When i restarted it i deleted all the other HID and gaming devices, then i shut down again. Then while the computer was off i plugged the device in and started the computer again. Worked like a charm.

To be clear though, this is probably just a problem with the device and not a problem with how the dimension handles USB ports because ive had many other things plugged in with my mouse before, including webcams and printers.
