Well I downloaded it and ran the exe. Restarted the computer, but It doesn't seem to have done anything. There's no "utility" to use, or anything. The readme wasn't terribly helpful either.

Most of the devices really need Dell supplied drivers to either work correctly or have full functionality.

The Dell "chipset" drivers need to be installed.  Most everything except the OS and some applications usually are available for download.  Click on Desktops then Dimension and then follow the on-screen prompts to get the drivers (use your Service Tag number).

If you cannot run SP2, you need a bare minimum of SP1 for USB 2.0 support. XP Original does not support USB 2.0.

By now, most manufacturers/publishers should have fixed faultily programmed applications that don't work with SP2 - check with the publishers for updates. There is no excuse for programs written without regard for the extra security measures in SP2 by now.

Well I've had these devices running before I ever had SP2, which tends to stop several of my applications from working, so I'm trying to not install SP2. I checked the installation instructions for the chipset drivers. They stop after restarting the computer. I don't get it, windows isn't automatically picking up the device driver after I uninstall it, and if I manually update the driver using the "xp" folder it creates, then it doesn't detect any drivers there. I'm confused as to what this thing is actually doing, if anything.

In order for USB2 to work, you must have installed Service Pack 2, and then go in and have Windows redetect the USB hardware.
