If you have USB 2.0 it would be on a PCI card.  Check on the back of your computer towards the bottom.

Russel is correct, according to the Dell manual the two front and two rear USB connectors are only USB 1.1.    If you have USB 2.0 it will be on a PCI card.
 
And, you cannot upgrade the existing 1.1 to 2.0, it would require a PCI card.  Also, using a USB 2.0 external USB Hub will not get you 2.0, it would still only work as 1.1.

The control panel indicates that I have five USB2 ports, however they do not run as USB2. I also installed a Belkin USB2 card and drivers. That did not work, so I removed them and re-installed the USB2 card that I paid for when I purchased the computer from Dell.

I have the same unit and bought a PCI USB2 and have had the same problem.  I hope someone knows the answer to this!

When I had a Dimension 8200 I added a USB 2.0 card since it did not come with one.  I remember having to use a CD that came with the card to install divers.  Maybe you don't have the correct driver installed.  Are you sure they're not running as USB 2.0?  Remember only the ports on the PCI card will be USB 2.0.  The ones on the front under the flip up thing and the ones on the back that are attached to the motherboard will be USB 1.1.
