Its already gone. Retail windows 7 and 8.0 are also gone. The only authorized version is windows 7 PRO. Starter, Home, Ultimate are End of Life and cannot be pre installed on new machines.
Your only option will be to buy a system with Windows 8.1 Professional and then manually exhibit your downgrade rights to Windows 7 Professional, it won't come preinstalled.
Hint: Before buying your system, check Dell Drivers and Downloads to see if Dell list Windows 7 drivers before purchasing.
