Windows freezes on loading

On trying to load Windows the system gets no further than the little green dots in the white box under the Windows logo. The system freezes and can only be powered down by plugging out the socket from the mains. Switching back on again I get the message ".we apologize for the inconvenience but Windows did start successfully." I then get the screen to Start Windows Normally or safe mode. If I choose safe mode it hangs up as it is loading the settings and if I choose normal it just hangs up!!

I've tried the main restore CD that comes with my Dimension 4400 but this does not boot - instead the options as above appear.

So any help appreciated to;

1) Get the rstore CD to boot (in my old pc I used to go go into some sort of setup screen to make the CD the foirst bootable drive).
2)Any other option to get my system back to life!!

HI....
1ST  TRY UNPLUGGING ANY EXTERNAL DEVICE FROM FRONT USB PORT OR BACK OF THE SYSTEM AND THEN TRY RESTARTING THE SYSTEM IF IT WORK THEN TRY DISABLING THE USB EMULATION FROM SETUP BY PRESSING F2 AT DELL LOGO ON SYSTEM TURNED UP... THIS SHOULD FIX THE ISSUE!!!!
