The GX280 was not validated with 2003 Drivers.
Where applicable you use XP drivers.
2003 setup to allow Sound and Directx is not supported by Microsoft Or dell.
See How to convert 2003 to a workstation.

You need at a minimum the INF update 6.1.0.1004 WHQL
http://downloads.guru3d.com/download.php?det=817
The Intel(R) Chipset Software Installation Utility installs Windows* INF files to the target system
These files outline to the operating system how to configure the Intel(R) chipset components in order to ensure that the following features function properly:
Core PCI and ISAPNP Services
AGP Support
IDE/ATA33/ATA66/ATA100 Storage Support
SATA Storage Support
USB Support
Identification of Intel(R) Chipset Components in the Device Manager
One of the following operating systems must be fully installed and running on the system before installing this software:
Windows* 98SE 4.10.2222 (Original Release)
Windows* Me 4.90.3000 (Original Release)
Windows* 2000 5.00.2195 (Original Release)
Windows* XP 5.10.2600 (Original Release)
Windows Server* 2003 5.20.3790 (Original Release)
