It is most likely going to take a reinstall of WIndows to fix.  The registry is corrupt.

Have you tried starting in Safe Mode (F8 before Windows loads, choose Safe Mode)?  If you can get into Safe Mode, remove any drivers for the new device and then try rebooting.

Sometimes, you can repair things that way - if it doesn't work, you're likely going to be faced with a format/reinstall of Windows.

you can also try unplugging the USB device, then go to BIOS and set your USB ports to no boot. then start up the computer.

a friend of mine has a similar problem but safe mode wont help him should i have him reinstall windows this is what his comp says  stop:c0000218(registry file failure) the registry cannot load the hive(file):\systemroot\system32\cofig\software or its log or alternate or not writable.

 

 

this one is for myself my bios are two years old should i up date it

If your computer is running good and you have no expected hardware upgrades that would need a newer BIOS than there is really no reason to do a BIOS upgrade.  The upgrades will be there when the time comes.
