Won't Post Up

I have a Dell Dimension 4400 that won't post up. The last time it was working it poped up an error message and the screen just went black before i could read what it said. Now when i turn it on the fan runs and the harddrive spins(Does Not Spin Up) but nothing on the screen. I think something went out of it, either the Bios chip or the Intel Processor Chip. Its not the harddrive because it should post up even without a harddrive in it. I tried the memory stick in anohter computer and its ok also.
Any body have this problem before?

Thanks for any help.

What pattern of LEDs is showing on the back panel (ABCD, amber/green)? Is the power LED on the front panel green, amber, or blinking?

http://support.dell.com/support/edocs/systems/dim4400/codes.htm#1101572  See Diagnostic Codes.  That LED combination indicates "Other Failure," and the Corrective Action recommends contacting Dell.
