There is an easy solution to your monitor problem. Sell your 19' to a friend at a good discount. With the proceeds, come up to Canada and purchase your 21': given the exchange rate, you will go home with change in your pocket.
Well, needles to say, you would have to co-ordinate it with a vacation. And why not: lots of Americans come up to Toronto to see the.....uhhhh....Canadian Football League....eh.
Well basically, this is a No-Brainer. When you opened the box and saw a 19 versus a 21 inch monitor. you contact Dell and correct the problem from day one. They send out a verification of the order and that states what you are getting. It is right there in front of you and if you didn't catch it then and act accordingly, you now have have to pay your dues and live with your lack of being on top of things. No different than ordering a medium shirt and getting a large, you call them and arrange for a switch. You don't open it up, wear it and then say that isn't what you ordered-even though your receipt says large.
Your whole thing about Dells being cheaper in Canada versus US is very immature. I have a summer home in Canada and a winter home in southern US. I looked into buying my Dell in both places before deciding to get it in the States. The starting prices are very similar and by the time they add the sales tax in Canada (even via the internet) which they don't add in the States (unless in Texas and then they add 8%), it was more in Canada. Even taking into consideration the exchange in currency.
Got oil heat? Open up transformer on oil burner, hook jumper wire from contacts on transformer to power cord on monitor. Start oil burner and shoot 12,000 volts through the thing. then call Dell and tell them it broke. Ask if they can upgrade you to 21" monitor for a nominal fee.
(joke) don't try this at home boys and girls!
Serious option...try E Bay or somewhere to sell 19" monitor and buy 21".
Not exactly the way you wanted to go but the end result would be a 21" monitor without having to go in your pocket for full whack.

I would also call Customer Service on the phone or E-mail them.
Your complaint sounds reasonable and I would definetly pursue it further.
