This is a laptop. Inspiron 9100.

I have already updated my video card drivers and flashed my bios and as I said, I loaded windows with basic devices and services only using msconfig and standby still doesn't work.

When you reloaded Windows, did you install the chipset drivers first after reinstalling Windows? (then other drivers, then programs)?

Is this a desktop or laptop? Especially if this is a desktop, the simple solution is just don't use standby-turn it off or use hibernate. Standby has always been flaky on Windows.

I'd make sure you've got the newest drivers from Nvidia or ATi, just to be sure your video card is working right.

I didn't reinstall windows I just restarted windows with just the basic services loaded to makes sure something wasn't interfering with the standby.

you could do the pc restore, ctrl+f11 on bootup.
