I would not think so... this would be to prevent thieves from getting disks for machines they have stolen. They would need to have the service tag to match the cds to the system..
That link has been broken for several days now (it just leads to the Dell Customer Service site - not the actual form). Hopefully it's just a glitch, and hopefully Dell hasn't removed this form permanently.

In the US, yes, you can order the discs online.
