This is unlikely to have anything to do with the BIOS. Boot, press F12, load the Dell diagnostics and run a full system test.

I ran a full system test...in fact i also a memory test and many other tests in the dianostics area. However, all of these were passed..so now i am still unsure of what is actually going wrong.
 
Although, after these tests i booted up again and this time it ran a bit longer in normal mode. I checked my hard drive...19 GB free space..so that is no problem.
 
A message in the bottom right hand corner appeared saying that a BIOS driver..or something was trying to install..(so this means that it MUST be something to do with BIOS)..but then the blue scambled screen appeared again and my laptop restarted...like it did beforehand.
 
what's wrong with my computer???!!

Sounds like a faulty video circuit - on this model, that means the mainboard.

Wow, really?
 
Well thats what's the people in local computer shop came to the conclusion to as well. They said they resetted the RAM and that didnt fix it so they told me my video card is playing up.
 
So hopefully the dell technician can fix it.

Hi,
 To disable the BIOS cache means it is trying to automatically dumping physical memory to the disk and it should be dumping the physical memory to the disk. Do not worry about that. The Normal mode can fix that by itself and just remember whenever the blue screen is dumping the physical memory let the notebook do it and it is a time consuming because it is installing the newer version and copies the older version into deletion and every thing will be alright. Always stay with every blue screen so that it will keep on dumping the physical memory to the disk. It does take about 30 minutes for the blue screen to finish and it will go back to normal main menu also called Vista Home premium edition. Another best thing is the, recently; software that you installing to the hard drive system should be uninstall and use the Control panel icons and click the Add and Remove twice and it comes and indicated which program to be remove. Keep substract the latest programs thta was recently installed and make the hard disk into smaller memory of software program so it is smarter and helpful especially faster for you. I think the 120% Alchohol is to be install to your hard drive only after you made the hard drive down to 30 GB and the rest is blank because too much softwares is the main reason that cause the laptop to be more of stupidity. Ask the Dell Professional and Microsoft Professional Technician to install the program that is made to run the dumping physical memory to disk/deletion in case if they can be of assistance. I am not a computer geek because I am not smart enough to be called computer geek yet.
