Blue Screen Error c000021a

I can't turn off my laptop in order to reboot since there is no access to off options that work and the battery takes over when unplugged. Should I just remove the battery? And is this an error that will reappear when I do get it rebooted?

I have the same problem STOP:  c0000221
THe image shell32.dll is possibly corrupt. The header checksum does not match the computed checksum.

I've restarted and everything, in safe mode, all the modes and always get the same response. I called Dell and I was told to take it to professionals. The professionals told me that the only thing that I could do was wipe all of the computer clean and reinstall my os. But...I don't have the original OS, but I do have windows XP professional, which I am willing to put on here. This computer is basically expendable to me, as it is my old one, but I would like to get it up and running. I am willing to wipe clean, even if I get system instability, but I need to know how. If I could recieve instructions, It would be very helpful to me.

I finally was able to get the power button to respond and turn the darned thing off (hold it down for 20 seconds or so) and when I rebooted everything looks okay, but I will back it up to be sure.
