I do not have the same setup you do, but similar (M1730 and a VX10000) and I was able to get everything to work by
going to the guys over at HowardForums
the link is to a topic on the VX8700 and bluetooth..
honestly though.. after I got it all to work, I ended up using the cable for transferring stuff.. it is much faster..
One other note: Are you using you phone in the Mass Storage Device mode? and what error if any are you getting when
trying to transfer from pc to phone?

Reading more over the issue, Verizon has made certain file types not be able to be transferred via bluetooth.. I believe the VX8700 was one of the crippled phones... from what I have read, you will need a USB cable to transfer those files..
I got my info here: Crippled Bluetooth

Oh yeah ;) I assumed you had all that already...
Once installed, you should be able to select your phone via bluetooth icon, ( should have OBEX file transfer and push ) then
browse your phone from there and drag and drop... or send/receive
let us know if it works
