If you have the Operating system discs, please follow the below mentioned steps to repair your computer:
Insert the operating system disc in the optical drive.
Restart the system by tapping F12 at Dell logo. Select ‘Boot your computer from the CD/DVD’ and choose ‘Repair Your Computer’ option.
Choose your operating system and click Next. A list of system recovery options will appear. Here you should choose Startup Repair.
Startup Repair will automatically find problems with your computer and try to repair it. Once it’s finished, restart your computer and start the reinstalling process again.
Note: In the process of reinstalling operating system you will lose all the data saved in the computer.
The startup repair cannot fix the issue, because the bootmanager is missing I do have access to dos though is it possible to install the bootmgr files from the install cd??
Click the links and follow the onscreen instructions to reinstall operating system.

Click the link above, enter the service tag and select the operating system from the dropdown and follow the order in installing the drivers.
