I'm running the A23 on a C600 750Mhz with no real problems. I don't think I've taxed the CPU enough on that laptop to heat it up so the fan will run. You should try I8KfanGUI, it's a little program that was made for the Insiron 8000 series to show what the CPU and HDD temp is and to control when the fan comes on. It can also run the fan at any temp. I run it on all 3 laptops I have, a C600, a C610 and my i8200.
Just reinstall window 2000 Xp, and upgrade again, I have faced the same problem, but now A23 has upgraded my laptop bios ,processor showing 751 where as old was 610,
there is no problem with bios upgrade A23, must be virus in your notebook, it is better you format the c drive and reinstall window and then upgrade your system,
