Cannot boot to Win XP

I have not installed new hardware on my dell notebook CPi-A BIOS version A15. WINXP.
Yet I get this blue screen message on start up.

"A problem has been detected and windows has been shut down to prevent damage to your computer.
PAGE_FAULT_NONPAGED_AREA
If this is the first time you've seen this stop error screen restart your computer. If this appears again follow these steps:
Check to make sure any new hardware or software is properly installed.
If this  is a new installation, ask your hardware manufactuer for any windows updates you might need.
If problems continue disable or remove any newly installed hardware or software. Disable BIOS memory options such as caching or shadowing.
IF you need to use safe mode to remove or disable components, restart your computer, press F8 to select advanced startup options and then select safe mode

There is no BIOS memory option on this laptop F2 setup interface.  I get the same bluescreen message when I attempt to start in safe mode.

Please advise.

A majority of these that I personally have seen, are caused by a new driver or a new software installation. It's hard to pin down exactly what's causing the problem unless you have installed something prior to getting the error.

It's not good if it wont start even in safe mode. You may have to google the net for info on how to use the recovery console or you may end up having to reinstall Windows.

First though use the diagnostic software from Dell to ensure it's not a hardware problem such as the memory before trying to fix Windows.

Just my 0.02$, hope I helped.
