Cannot install local backup as hardrive does not have Windows Recovery Environment

I have a Studio 1555. Upgraded to Windows 7 using Dell upgrade disks

Wanted to make use of the System Recovery Media so went to use the Dell Data Safe local backup. Went to step 1 to check and it came back with error message:

Dell Data Local Backup cannot be installed because your hard drive does not have the Windows Recovery Environment.

Just wanted to check whether there was anything I can do about this

I'd just like to say it's possible to automatically recreate a missing recovery partition using DBAR, and from there create Recovery Media (DVD disc or USB drive).

On an Inspiron 1545 laptop I took the DELL Windows 7 Home Premium 64bit disc and installed Windows on a completely wiped-out 250GB harddrive. No partitions at all. After setup, I installed all the drivers from DELL website.  Then I downloaded Dell Backup and Recovery (DBAR) from here:  

downloads.dell.com/FOLDER02909509M/1/Backup-and-Recovery_Application_64M9D_WN32_1.8.1.71_A00.EXE

Installing that actually created a 5.5GB recovery partition on the HDD.  Took about half an hour.

Tried it on Alienware Aurora desktop but installation failed with "AlienRespawn cannot be installed because your hard drive does not have the Windows Recovery Environment."

Yep I read that link before posting but I can't even get beyond:

You need to copy the following two files to the root of the partition you chose in step 1 above.

  1. winre.wim (you can build a winre.wim using the installation media and the Windows AIK, as described here)
  2. boot.sdi (you can find it in the Windows AIK, under C:\Program Files\Windows AIK\Tools\PETools\x86\boot)

When trying to build winre.wim it states on the linked page to:

click Start, point to All Programs, then Windows AIK, and then click Windows PE Tools Command Prompt.

Bottom line is cant find Window AIK
