Can't boot / Scroll & Cap Locks blinking

When I turn on my Inspiron 9400, (with and without the power cord plugged in) both the cap lock and the scroll lock buttons blink on and off for about 30 seconds, and then the unit completely shuts off.

 Any suggestions??
