remove AC adapter and then remove battery so there is no power source to the laptop at all
plug in just the AC adapter only (no battery)
try to start the computer
if it boots, shut down normally and replace the battery.
if it doesn't, check your adapter is actually putting out power (voltmeter), try using a different adapter or try recharging your battery in someone else's computer.
