I have an Inspiron 6400 and also use an external hard drive for a weekly backup.  But since the popup was saying "dell Support Center" and appeared to be able to provide advice on problems I decided to download.  I think it may have been a big mistake.  In my downloads notification area it is saying "dataSafeLocalBackup_Basic.exe" and 0.7183 MB and now 20 days lelt.  It started with a number of hours and I was less than happy and it has increased through 14 days to 18 days and now 20.  I can't believe that Dell is giving me a download that takes so long so I assume there is some kind of a problem with it.  BTW my broadband speed is 5.8 Mbps.

Help please

Well, when it went out to 38 days I decided I'd had enough so I aborted the download and started a new one and it was completed in 4 minutes.  Also it wasn't 0.7183 Mb it was 0.7/83.   And it stayed that way all during the download I aborted.  So it's now downloaded, installed and run and I have a System backup on my 4Gb USB memory stick.

All's well that ends well.

Have you tried disabling it in services? Go to Administrative Tools => Services and change everything to do with Dell Datasafe to "disabled". Note that changing it to "manual" from "automatic" isn't enough - some other processes can restart it.

Personally, I didn't have that problem since I run Ashampoo(tm) optimizer on my machine which easily disabled it with one click from me. If you can spare a few bucks on the product it's well worth it (this isn't an ad - no connection to the manufacturer). It also comes with heaps of other usuful stuff and has a free demo (which won't disable anything alas, display only). Interestingly, some other similar products I tried couldn't handle Datasafe or related Toaster32 which comes bundled with it. The reason is that it uses something called "hidden" startup which makes it invisible to most utility programs.

But, if you don't want to install anything else, try doing it manually in services.

Cheers.

I tried what you said about the services, I couldn't find anything related to the Dell DataSafe program in the list.
