If the update never started, unplug the system and remove the battery if possible.  Hold the power button for 30 seconds and see if it'll then restart.

If the update DID start but did not complete:

If the system is under warranty, call Dell for a replacement mainboard.

If the system is out of warranty, you will either need to replace the mainboard or find a shop that can remove the BIOS chip (unsolder it), flash it externally and re-solder it.
