E1405 Bluetooth not working

I have rebuilt my Inspiron E1405 from Windows XP disc and utilities disks. I cant seem to get the bluetooth working.
Checked BIOS setup and bluetooth shows as installed.
But when i press Fn+F2, only the wireless feature is enabled. The blue icon appears on the tray at the bottom on the screen but the blue light on the machine is not enabled. It used to do that before i reinstalled XP.

Did you install the Bluetooth drivers? How about the Chipset and Notebook System Software? Look at Hardware  Device Manager for problems. Check Dell downloads for missing drivers. Also make sure you have all the Windows service packs and updates. http://support.microsoft.com/kb/883258#appliesto

Also i noticed that I don not have the option to enable the bluetooth radio. I installed both the drivers available on the dell website.

yes, I installed the bluetooth drivers as well as the chipset and notebook system software. Hardware deive manager also looks good. I even uninstalled the hardware and scanned for new hardware which automatically installed drivers.
Could it be that the bluetooth module needs specific dell drivers and XP has some of their own, which are clashing. Any pointers please?
