Hi Venu,
I will be glad to help you. Request you to try following the below steps which might help:
(1) You may use the below link for Inspiron 5521 manual and try reseating the hard drive:
http://dell.to/1cjWPrK
(2) Now re-run the diagnostics.
(3) If the same error appears then the hard drive has failed and needs to be replaced.
You may also use the below link and check the warranty status:

Do reply with your findings.

The hard drive needs to be replaced. If you want to have the system serviced overseas, you must purchase (or have purchased) an upgrade to an onsite service plan (the basic 12 month return for repair plan can't be transferred internationally). Once that's done, you can do an international warranty transfer:

Then you can contact Dell India for service.

smart predictive failure its not SMART to ignore this.
(Self-Monitoring, Analysis and Reporting Technology; often written as SMART) is a monitoring system for hard drives to detect and report on various indicators of reliability, in the hope of anticipating failures.
Predictable failures result from slow processes such as mechanical wear and gradual degradation of storage surfaces.
