Error Code 3700:011B
Fan on Inspiron 1520 not coming on. Diagnostics gave error code "3700:011B". Took fan out (it wasn't even dirty) and jumpered red & black wires (p.s. don't know what yellow wire is for) to a 5 volt dc power source - fan worked fine. Put laptop all back together - fan still not coming on - HELP

Welcome to the community.
This error would mean that there is fan failure. It might require fan replacement on the system. However, please check the link below for updating BIOS and Chipset for your system:

Flashing BIOS and updating Chipset software did not get fan going. I found software "I8KfanGUI" which got the fan working. Dumb me - I ran the system diagnostics 'F12' , forgetting that the "I8KfanGUI" software wouldn't run until after Windows loaded - so by the time I got through the memory testing and on to the fan test, things were getting quite warm (HOT); and of course the fan test failed. As soon as I exited the diagnostics and let the machine load windows, the "I8KfanGUI" program kicked in and the fan started working. I don't know if this is somehow related, but - the fan problem turned up after automatic updates told me I needed to install serveral .net Framework 2.0 SP2 files, which I installed, Now updates keeps telling me over and over to install these (KB2656369, KB2686828, KB2604092, & KB2518864) updates, which I've done at least three times. I finally checked 'do not remind me' to get rid of the annoying notice.

Hi,
I am currently facing this issue of over heating on my system Dell Inspiron 1564. Due to which occasionally my system shows these green random dots on the screen. These dots dont always appear - It happens only when I am using my laptop for long hours. Its more like a system freeze. After speaking to a Dell Technical team they suggested to go in for a Pre-Assessment Diagnostic test.
I did the same. The following error showed up - Error Code 3700:011B - Processor Fan - The fan speed is incorrect.
I am guessing that since fan speed is not correct it could lead to over heating which in turn may be hampering the overall working of my laptop. Even after running the entire diagnostic test this error was the only error I found for my system.
Your expert help on what to do next will be greatly appreciated
