The hard drive is toast. If you're under warranty, report the error to Dell support and the'll send you a replacement drive.
If you're out of warranty, you can use any 2.5" 9.5 mm SATA notebook drive you wish as a replacement.
If you did not get a copy of Windows with the system, you will need one. In the US:
