Error loading driver
Hi I have a Dell XPS L702X. My Novatel MC950D USB modem has stopped working. Also unable to get my Samsung phone to connect via the USB port. After I first collected it and used it for a few days, I had the exact same problem and had to restore it from the DVD's to get it to work again. Checked updates, no auto updates that was downloaded and installed during this period. Do not want to go the restore root again. Can anyone shed some light on this.

It sounds like a software or driver issue. Since you were able to go back to the factory setup and it worked, it's not a hardware issue.
When you go into the Device Manager, are there any issues showing there?

I just reinstalled the operating system on my dell D510 and downloaded the drivers, but they are not in a format that the PC recognizes... what can i do?

When you download the drivers, they are in the form of an installation program. You have to run the program to install the driver.
Since you reinstalled your OS, there is a specific order to install the drivers. Go here and read about How to Download and Install Drivers in the Correct Order

Device manager indicates that Windows could not load the driver and returns error code 31. Question is how can it work the one day and simply don't the next day without any updates in between?

Here is what I had to do to try and avoid having to use the factory restore again. Cleaned out the registry with all references to Vodafone, VMCLite. De-installed Samsung software. Re-booted, installed default software again from USB modem with default dialer, rebooted and lo and behold, it installed the driver correctly. Suspect registry file/drivers became corrupted.
