error message windowsroot\system32\hal.dll missing or corrupt

Question

I changed the msconfig general tab  from selective startup to normal startup and when I restarted , my laptop wont boot up windows, all i get is error message : 'Windows could not start because the following file is missing or corrupt \system32\hal.dll'.    do i need to re install windows  xp ? did i wipe out everything ?

If you have your operating system disc, I would try the instructions here before reinstalling or wiping it out.
