From that same site get SpeedswitchXP, it will allow you to keep the CPU at "Max Performance" (1.3GHz) no matter what. Although I just suggest putting the fans on a more aggressive setting...

You an also change the power scheme of your computer to  always on and it will keep your processor operating at full capacity.

Dan and Stu,

Good suggestions but the processor is still slow. Here is what I did:

1. Installed SpeedstepXP and set to Max Performance. Processor speed still reduces to 600mHz at 40 deg C.

2. I tried all sorts of aggressive fan settings but processor wont get over 600mHz

3. Shut down, let it cool off totally, then restarted and set to Always On, but exactly same behaviour as before.

Also set Dell Quickset to Max Performance but also no effect. Also tried uninstalling quickset but no effect.

Can you suggest anything else?

Yes GPU not CPU temp. Speedstep was not part of the factory software - it was supplied with Quickstep, which I since uninstalled, then installed the latest from Dell support. Video is Intel Extreme Graphics 2 for mobile - info reads 'Intel 82852/82855 GM/GME graphics controller, video bios version 2945'. I guess thats integrated video, isnt it?

GPU temperature?  hmmm....what video card do you have?  What version is your current BIOS?  And you said this happens when the GPU temp reaches 40C, not the CPU temp?  This seems like pretty screwy behavior to me, especially since my video card (Radeon 9600 Pro Turbo 128mb w/modified heatsink) levels off at 83C.  I haven't checked my CPU frequency when this is happening, but mine doesn't seem bothered by it.  One thing I'm curious about - you're running XP - did you install the speedstep patch?  I doubt it would cause something like this, but what the hey, it's worth a shot.  You may have landed yourself a proc with a bad thermal as well.  However, you said this is correlating with temps from your GPU, not your CPU?  This is odd indeed.  I'm willing to bet you have integrated video, don't you?  Let me know

Yes it is, and unfortunately, that means that the video card is integrated directly into the northbridge chipset.  I would venture to guess that the frontside bus itself may be clocking down (though I have never heard of such a thing happening to anyone) but I am curious nonetheless.  Do you have any utility to monitor the FSB speed?  And if you do, is it remaining constant, like it should be?  Please let me know your findings.  Also, what are the temps of the other components in the computer when this happens?  I will look up the teardown sheet on the 500m soon and see what I can come up with.

I've looked up the teardown sheets for your 500m, and I would like to know how technically inclined you are about taking some of your computer apart.  I'm posting a picture here where I think your northbridge chipset is located (it's behind a shroud, so I can only guess by the edge of the chip where it's located).  I don't know how exactly in the blue hell they're cooling that thing (10 says it's a purple people eater (thermal pad)), because it doesn't look like much, and I wouldn't doubt it would overheat.  My best guess is call dell support and get your motherboard (and chipset cooler, not processor cooler, chipset cooler (if that's indeed what that shroud is)) replaced.  Either that or scratch your Windows install and start off with the chipset driver, then the speedstep patch.  Personally, I'd reinstall Windows in a heartbeat before I jump to replacing hardware, unless I'm absolutely certain it's a hardware failure (which at this point I couldn't confirm).

You could test to see exactly what is changing by monitoring the Core Speed, Multiplyer, and FSB speed values in CPU-Z:
