Horrible FPS while playing games

I have a 9100 pretty powerful more than enough power to be running atleast a constant frame rate of atleast 70 at worst case but anyway when ever I'm playing games I will be running in the single digits or teens. I have reinstalled my OS, got my Vid Card replaced, DL all the new drivers, delted the old drivers, played with all the video settings both in and out of the games and still no help. At this point I think I'm out of options. Any advice
