My Computer has Windows XP Home Edition with service pack 3. Please help.

It sounds more like it's a Windows disc you need, not a boot disc per se. If so, you cannot "make" one. You can however order one:

It only has boot info for service pack 1 and 2. My computer is 3 what do i do?

You could use the XP SP2 boot disk available from that site, and then just install XP SP3 yourself :emotion-5:
But you'd be better advised following ejn63's advice, and requesting an OS disc from Dell.
