You mean your keyboard has a # key but it does respond to typing?  Is the keyboard layout correct?  It could be a faulty keyboard, in which case you need to have it replaced.

In the meantime, try using a Windows built-in utility called Character Map to select, copy and paste the character on to your screen.  You can find the shortcut to the utility on your Start Menu under Accessories > System Tools, or by  charmap.exe at the Run screen.

Thank for your response!

It is very useful for me, I typed charmap.exe in the run box, the a little window poped up, then I can copy # then put it in the place expected.

My # key is located on the first row of the keyboard, next to F12. It did give me the response when press it. Do you think it is faulty key?

Thanks again!

Next to F12?  So your Inspiron doesn't have a US keyboard layout, correct?  Check your keyboard settings in Regional and Language Options in Control Panel.

Control Panel > Regional and Language Options
Click on the [ Details ] button under Languages tab
