Inspiron 1100 problem! HELP!

I'm hoping that someone can help me.  I have a 4 week old laptop that has been working fine up until last tuesday.  It got jammed up and then when I rebooted I couldn't get anywhere.  The Start bar at the bottom does not come up, so the only way I can get to Internet Explorer is to hit the windows button and E--- this doesn't even work half the time.  the computer is running very slowly and I'm at a loss for what to try.  This was one of the first error messages that appeared: 

"an error occured while initializing Active Shield.  Your systme might be running out of resourses or disk space.  Please close other applications and try restarting Active Shield." 

I know we have plenty of disk space. . . as far as resourse, I'm not too sure what they're telling me.  I don't see anyother programs running.  Again it's hard to tell anything since I can't seem to get into any other programs. 

This is also another error that's come up. . . Error with mmod module. . . then it asks if we want to report it to Microsoft. . .can't connect to the internet to do so. . . .

Any suggestions would be greatly appreciated.  Should I just remove os and start all over again?  how would I do that?

I would try booting into Safe Mode and going to Add/Remove Programs and uninstalling McAfee. Restart your computer and start pressing the F8 key on your keyboard.
When the Windows Advanced Options menu appears, select Safe Mode, and then press ENTER.
You should also try cleaning out your Temp Folder. Go to RUN and type in %TEMP% and click OK. Click on Edit in the TEMP Folder window and choose Select All and hit your Delete key. Shut the Temp Folder Window. Go to RUN and Type in MSCONFIG and click on OK. Click on Startup and remove any unwanted applets from loading at Startup. Click on Apply and OK. System will need to be restarted.Now go to Start/Programs/Accessories/System Tools and run Disk Cleanup. Now go to RUN and type in SFC /SCANNOW ( There is a space between SFC and / ) and click on OK to run System File Checker. Now Right click on MY Computer and choose Open. Right click on Local disk ( C: ) and choose Properties/Tools. Run Error-Checking and Defragmentation.

I would also get a spyware cleaner like AdAware or Spybot and see if you are infected.
